The methodology is subdivided into two areas: readiness and response. \nFrom FEMA: \nNational resilience is a complex topic and building it requires whole community effort. The National Resilience Guidance (NRG) offers a unifying vision of resilience. It provides the principals and steps all communities and organizations can take to increase their resilience in every sector and discipline. The NRG strives to help everyone understand and fulfill their critical roles related to increasing national resilience with the goal of increasing community and national resilience. \nThe National Resilience Guidance: \n\nPromotes a common understanding of resilience.\nEmphasizes the critical relationship between chronic community stressors and acute shocks.\nAddresses the resilience roles of individuals\, organizations\, and all levels of government.\nProvides an actionable approach to resilience planning and implementation.\nIncorporates a community resilience maturity model that walks through concrete steps to build resilience.\n\nThe National Resilience Guidance emphasizes that strengthening resilience requires a collective approach. DESCRIPTION:Respect and Equity in Digital Learning Resources (Thursday\, February 10\, 3:00 – 4:00 pm CT) \nIncreasingly\, students are spending significant amounts of their learning time engaging with digital learning resources and products\, faculty and administrators are increasingly relying on data from those digital learning tools\, and the pandemic has only accelerated the process. Understanding how digital learning resources may increase\, decrease\, or maintain inequity is vitally important for the health of learners\, teachers\, and society. \nIn this talk we will look at digital learning resources or more broadly educational technology (ed-tech) through the lens of diversity\, equity and inclusion. We will take a holistic approach to DEI in education technology\, starting with why it is necessary to focus deeply on equity\, and why it matters at every level in the organization and in every step from idea to delivery and use of the digital learning resource. \nWhat you can expect: \n\nA high level talk that will explain all terms and jargon\nA quick look at the potential promise offered by digital learning resources and the algorithms (we will define those) within them\nSome real world examples of what can go wrong when respect and equity aren’t built into products. Bring popcorn and kleenex.\nAn approach to ensure digital learning resources work for diverse students\, inclusively\, and equitably.\nA sneak peak at our new Equity Accelerator course for educational technology developers.\n\nWhat you will take away: \n\nA deeper understanding of why a holistic approach to diversity\, equity\, and inclusion within organizations producing digital learning resources is critical.\nA high level understanding of the algorithms within digital learning tools and why they need to be fair\, accountable\, and transparent (and what that jargon means).\nSamples and pointers to tools for infusing equity into the design process for digital learning resources.\nQuestions to ask about equity when considering digital learning resources.

In March\, we note the 20th anniversary of the Nisqually earthquake. \nIs getting people to prepare an impossible pipe dream or a worthy goal? Why is it so difficult? Are Emergency Managers the right people to carry the preparedness message? If not\, why not? If not\, who is? \nThis class will use research from applied behavioral science\, the principles of adult education\, and findings from marketing efforts to shed light on how emergency managers can better target the time they spend on preparedness\, leading to better results. We’ll explore ways emergency managers can evaluate their particular situation to determine where/how they can increase the effectiveness of their preparedness programs. \nThe class examines the key errors in thinking that prevent people from getting prepared\, as well as the one element that can be most effectively leveraged to get people to take action. Using brief content delivery modules\, followed by interactive small group exercises\, the class provides a platform for continuing conversations among class participants on what is working and not working in their preparedness efforts. If desired\, students may schedule a one-hour consultation after the class on a preparedness topic chosen by the student. \nParticipants will need to provide an accurate address in order to receive a copy of “Get Ready! DESCRIPTION:Tsunami Sirens Will Sound Warning Tone for Great Washington ShakeOut\nAt 10:15 am on October 15\, 2020\, millions of people in Washington State will participate in the largest earthquake drill ever: ShakeOut! Why? Earthquakes can happen anywhere\, so everyone should know how to protect themselves when an earthquake occurs. Coastal earthquakes can be followed by tsunamis – which is why the Great Washington ShakeOut includes a tsunami drill. \nWashington’s network of coastal tsunami sirens will be tested around 10:15 am on October 15 using the wailing sound of a tsunami warning\, not the Westminster Chimes that are used during the monthly tests. PLEASE DO NOT CALL 911. \nThe wailing sound will be followed by this message in English and Spanish: “This is a test of the siren alert system. If you are in a low coastal area\, test your evacuation route. If this had been a real emergency\, you should follow evacuation routes\, move to higher ground inland\, now. Do not delay. Do not return until directed to do so. Tune into your local media sources for further instructions. This was only a test.” \nKnow Your Tsunami Warning Signs \nIf you hear the siren wailing sound outside of the Great Washington ShakeOut\, immediately follow the closest tsunami evacuation route inland or to high ground. This is your warning that a tsunami is approaching\, and you need to evacuate the inundation zone as soon as possible. \nIf you are on the coast and you feel ground shaking\, drop\, cover\, and hold on to protect yourself. When the shaking stops\, immediately follow the closest tsunami evacuation route inland or to high ground. Do not wait to hear a tsunami siren or to receive an official tsunami alert – the shaking is your warning that a tsunami may be on its way. \nMore Sirens To Be Installed \nThanks to funding allocated by the Washington State Legislature for 2020 and 2021\, over the next year the Washington Military Department will be installing approximately 50 tsunami sirens across the state’s inner and outer coasts. These sirens will fill critical gaps in the current tsunami warning infrastructure to complete the siren network. DESCRIPTION:Misinformation During Crisis Events and in the Context of COVID-19This short webinar will explore how misinformation and disinformation spread during crisis events (generally) and in the context of COVID-19 (specifically). \nWe are particularly vulnerable to the spread of misinformation during times of crisis – due to uncertainty in the information environment and anxiety about what the impacts will be and how we should respond. \nCOVID-19 represents a perfect storm for misinformation – due to persistent uncertainty surrounding the disease and the public increasingly relying on online information systems where mis- and disinformation are already pervasive. \nKate Starbird is an Associate Professor at the Department of Human Centered Design & Engineering (HCDE) at the University of Washington (UQ). Kate’s research is situated within human-computer interaction and the emerging field of crisis informatics – the study of how social media and other information-communication technologies are used during crisis events. \nCurrently\, her work focuses on the production and spread of online rumors\, misinformation\, and disinformation in the context of crisis events. Clients of the firm include both commercial and public safety entities around the world\, and Mr. Seybold’s articles\, commentary’s blog are widely read by both wireless sectors. \nMr. Seybold has served on the Motorola Research Visionary Board and IBM’s Mobile Computing Advisory Board\, among others. Mr. Seybold is a Fellow in the Radio Club of America for his contributions to the wireless industry\, recipient of the Radio Club of America Sarnoff Citation. He was recently honored with two awards from APCO\, the Associated Public Safety Communications Officials organization: The President’s Award and a special recognition award. He also received the National Sheriffs’ Association (NSA) President’s Award for his contributions to Public Safety communications and has been recognized by the National Public Safety Telecommunications Council (NPTSC) for his contribution to Public Safety Broadband communications and the Public Safety Spectrum Trust (PSST). \n  \n \nChief Chris Moore \nChief Chris Moore is a principal at Brooks Bawden Moore\, LLC. He is a veteran law enforcement executive with over 34 years of public safety experience. His expertise spans many facets of public safety including field operations management\, emergency communications/911 operations\, internal affairs investigations\, and media relations/crisis communications. Over the course of his public safety career\, he has served as a police officer\, firefighter\, and Emergency Medical Technician (EMT). \nIn 2013\, after rising thorough every rank of the San Jose Police Department\, Moore retired as Chief of Police of the 10th largest city in the United States (over 1\,000\,000 population). In 1999\, Chief Moore was selected as a White House Fellow and served as Counsel to U.S. Attorney General Janet Reno. In 2004\, he was honored as a Fulbright Fellow and studied police accountability/discipline at New Scotland Yard and the London School of Economics. \nAs a representative of the Major Cities Chiefs Association (MCCA)\, Chief Moore served as Chair of the Public Safety Alliance (PSA)\, a group of nine national public safety organizations\, created to advocate for legislation to reallocate the 700 MHz D Block spectrum to public safety and for the creation of a nationwide public safety broadband network (NPSBN). This successful nationwide grass roots effort entailed significant consensus building and relationship management at all levels of government. He also served as the MCCA representative to the FBI CJIS Advisory Policy Board (APB) where he served as Chairman of the Information Sharing Subcommittee. Moore is a member of the International Association of Chiefs of Police (IACP) and the California Police Chiefs Association (CPCA). \nChief Moore received his undergraduate degree at the University of California\, Berkeley\, and a Master of Public Administration degree from San Jose State University. Moore also received an A.S. degree in Fire Science from Indian Valley College. \nMoore holds a Juris Doctor degree from Lincoln Law School of San Jose where he was voted by his fellow graduates as Outstanding Graduate. He is an active member of the State Bar of California. \nChief Moore is a graduate of the FBI National Executive Institute at Quantico\, Virginia. He is also a graduate of the California POST Law Enforcement Command College where he was honored by his peers to receive the Hank Koehn Award as the outstanding graduate and to serve as their graduation speaker. \nMoore is the recipient of numerous awards and citations for specific law enforcement casework including the SJPD Hazardous Duty Award for the confrontation and arrest of an armed homicide suspect at the scene of an active shooter event at a crowded bar. \n  \n \nChief Jeff Johnson (Ret.) \nChief Jeff Johnson has an extensive public safety background\, with broad experience at the local\, national and international level. Chief Johnson rose through the ranks to become the Tualatin Valley Fire & Rescue Fire Chief for 15 years retiring in 2010 after a 32-year career. Chief Johnson has authored 2 books: Making the Pieces Fit – A book on merger and consolidation and Recruiting\, Training and Maintaining Volunteer Firefighters\, both with Jones and Bartlett publishing. \nChief Johnson served as the Vice Chairman of FirstNet who is deploying the world’s first nationwide wireless broadband network dedicated to public safety and national security users. Chief Johnson has served as President of the International Association of Fire Chiefs (IAFC)\, President of the Western and Oregon chiefs and is currently the CEO of the Western Fire Chiefs Association which serves fire chiefs in the 11 western states from Guam/Saipan to Utah. Chief Johnson also has an extensive private sector background serving as an advisor or board member to numerous technology companies. Chief Johnson is also the principal at Sisters Meat and Smokehouse which launched in August of 2016. Chief Johnson is a graduate of Concordia University and the National Fire Academy Executive Fire Officer program. \n \nParamedic Service Chief Kevin McGinnis (Ret.) \nKevin McGinnis\, MPS\, Paramedic Service Chief (Ret.) has been an EMS system builder since 1974. He is the communications technology advisor for five national EMS associations\, and program manager for public safety communications\, rural EMS and community paramedicine for the National Association of State EMS Officials. \nHe received undergraduate and graduate degrees from Brown University and Cornell University in health care delivery systems and hospital administration. Kevin has been a paramedic\, an paramedic service chief for volunteer\, private\, and hospital-based services\, a hospital emergency department director\, and Maine’s state EMS director. \nHe is the past Chairman of the U.S. Department of Homeland Security’s SafeCom Program and continues to serve on its Executive Committee. Kevin is on the Governing Board of the National Public Safety Telecommunications Council and was bestowed its top honor\, the Richard DeMello Award\, in 2017. Kevin has been an energetic promoter of the nationwide public safety broadband network since 2006. In August\, 2015\, he was named by the U.S. Secretary of Commerce to a second three-year term on the First Responder Network Authority (FirstNet) Board of Directors. In 2018\, Kevin received the Journal of EMS “Top Ten Innovator Award” for his FirstNet work. He was named by the Government Technology/Solutions for State and Local Government magazine as one of its 2013 “Top 25 Doers\, Dreamers & Drivers in Public-Sector Innovation”’. \n \nChief Kim Zagaris (Ret.) \nKim Zagaris or Chief Z as some call him is currently the Wildfire Policy and Technology Advisor for the Western Fire Chiefs Association. His position is new\, create in response to the destructive wildfires that have unfolded across the west. \nChief Zagaris retired as State Fire and Rescue Chief for the State of California\, Governor’s Office of Emergency Services (Cal OES) a position he held for 18 years. Chief Zagaris has extensive background in fire service\, emergency management\, and homeland security which includes working with local\, state\, federal and international agencies over his 42 years fire service career. During his time he served under six Governor’s and has been actively involved in every major and catastrophic emergency in California as well several in the nation. \nChief Zagaris also served as the Executive Coordinator for Cal OES Fire and Rescue Services Advisory Committee/ FIRESCOPE Board of Directors provides a State level forum for addressing Statewide Mutual Aid\, Incident Command System\, Multi-Agency Coordination\, Resource Typing\, Training\, Certification\, Safety\, Standardization and Fire Protection issues of statewide concern. Chief Zagaris was responsible for managing the FIRESCOPE Program\, California Incident Command Certification System\, the California Fire Assistance Agreement\, and the State Assistance for Fire Equipment Program\, as well as\, serving on numerous state and national committees\, associations and programs. \nDuring his time with Cal OES he was able to expand the fire apparatus fleet from 106 Fire Apparatus to 300 Fire Apparatus. Chief Zagaris was responsible for several major program elements including the day-to-day management of the California Fire and Rescue Mutual Aid System\, which includes over 1\,100 fire agencies\, and some 55\,000 professional and volunteer firefighters that operate approximately 6\,000 fire engines Statewide. \nIn September of 2007 he was recognized by the California Fire Chiefs Association as the Fire Chief of the Year. On January 2010 James Lee Witt\, the former Director of the FEMA and the Co-Chaired of Protecting America.orgthe nation’s largest coalition of first responders\, emergency management experts\, businesses and insurers awarded the American Hero Award to Kim in recognition of his significant contributions made to better prepare and protect American families from the devastation of massive natural catastrophes. \nOn August of 2010 he was award the IAFC President’s Recognition Award by IAFC President Jeff Johnson “in recognition and honor of his willingness to apply his knowledge and experience to the improvement of the fire and emergency service’s understanding and capabilities in large-scale incident response. His straight forward leadership style\, combined with vast field experience and his willingness to share what works with others\, makes him a national leader on incident operations and command. He’s a tremendous resource and the voice of reason for many chiefs seeking solutions to both the natural and manmade threats facing our communities today”. \nIn October of 2016 he was recognized by the California State Fire Association\, CSFA Presidents Hall of Fame Aware honoring him for “For Exceptional Contribution”.

DESCRIPTION:Do you have old or unwanted pesticides in need of disposal?If so\, please contact the Washington State Department of Agriculture (WSDA) by September 15 and submit a proposed or revised disposal inventory. \nWSDA’s Waste Pesticide Identification and Disposal Program collects and properly disposes of unusable agricultural and commercial grade pesticides from residents\, farmers\, small businesses\, and public agencies free of charge. We hold collection events at locations across Washington State where customers can take their unwanted pesticides for proper disposal. \nDue to COVID-19 restrictions\, WSDA’s Waste Pesticide Identification and Disposal Program postponed spring and summer collection events until later this year and into 2021. This may consist of standard pesticide collection events\, direct collection from the customer’s site\, or a blend of these methods depending on the county’s COVID-19 recovery phase and current state and local operating restrictions. \nThe program only collects unusable/unwanted agricultural and commercial grade pesticides. \nApproved items are: \n\nherbicides \n\ninsecticides \n\nfungicides \n\nrodenticides \n\nother related chemicals that kill\, mitigate\, or repel a pest. \nWSDA cannot accept materials such as fertilizers\, micronutrients\, motor oil\, and Household Hazardous Wastes (HHW).  \nTo participate\, follow these steps:\n1. Download and complete the customer inventory form. Use the instructions document as a guide. For more information\, visit our Waste Pesticide Program webpage.\n2. Once completed\, submit the form in one of these three convenient ways:\na. Email it to Wastepesticide@agr.wa.gov\nb. Fax it to (360) 902-2093\nc. Or mail it to the address on the form.\n3. A confirmation of receipt will be sent to you. Program staff will contact you and give you further instructions and information about collection activities as they are planned. \nWe can provide onsite assistance at no charge to safely inventory and package your unwanted pesticides\, especially containers in poor condition (cracked\, corroded\, or leaking). Onsite assistance is available only if you do not feel safe or are unable to handle the pesticides\, have pesticide containers larger than 5-gallons with unknown ingredients\, or more than ten containers of any size with unknown contents. \nWe encourage you to contact the program when you have a disposal need.
